It is clear that it concern heating, but no vocabulary gives me an
explanation of "Chambranle".

А может это французское слово?

It is french...

and means "frame". Now it would be nice to have an idea what "frame" in the given context means. Once it is "heating arrangements", there should be probably a contract or agreement between the provider and the client. In this case it would be "framework agreement", in Russian "рамочное соглашение", a common term. Or it is a document prescribing what these single agreements should look like, than it could be "шаблон соглашения о предоставлении услуг по теплоснабжения".

Or is it the legal or general framework for these agreements? Then you could use "условия соглашения".
