English term

streetscene services

English to Spanish Social Sciences Government / Politics local government position
Fortunately, this is not in a text I have to translate - I'm asking just out of curiosity! How would you translate "streetscene services" into Spanish (for Spain, for LatAm, for the international community, your choice...) in this context:

John Skidmore, head of **streetscene services** for East Riding of Yorkshire Council, said: "These patrols are not aimed directly at young people as young and old alike discard litter, however experience has taught us that young people litter some of the most affected areas during lunchtimes."

More context I posted the same question in the eng-fre pair http://www.proz.com/kudoz/4207991

The answers suggest that the equivalent in France is "brigade des incivilités", the functions can be described thus:

[streetscene service employees] liaise with residents, drug abusers, dog-walkers, skate-boarders and the general public in order to reduce conflicts and tensions in public places. These employees patrol the streets on the lookout for uncivil behaviour of all kinds - such as dropping litter, mentioned in the BBC News story - and may be authorised to issue fines.

Consequently, 'higiene/limpieza urbana' (commonly called 'cleansing department') is not appropriate, although the streetscene service might be administered by the cleansing department...

Maybe this extra context will trigger some other ideas for the Spanish translation?
