I think you'll find it is in the other sense of 'to include', as we find in uses of 'compris' — it then goes on to list the things that are included...

I reviewed my proposal and found another better solution:

The raster representation of the autopilot interface A1 on each property may comprise … as described above.

In fact, the translation of "comprendre" as such is not really needed here; instead it has to be considered in the context of "propre à comprendre".
