Where practical, the grantee may request, in the invitation for bids, alternates to the base bid that are keyed to specified and explicity stated changes in the project scope, materials, or construction techniques. Alternates may be used when it is anticipated that the amount of the low bid will exceed the amount of funds available to the grantee to award a contract, and the grantee must make adjustments to the project to reduce costs in order to award a contract within the funds availabel.
