scapegoat bank

Roskapankki on idiomi Suomessa, yritys hyötyä kaatuneiden pankkien velkaantuneiden asiakkaiden kustannuksella esim: "Roskapankki hoitaa mm. Suomen Säästöpankilta
periytyneitä kiinteistöjä ja muita ongelma-asiakkaita. ... " Otti "syntipukin" osan.

...Kaatuihan se sitten itsekin.

Silkka arvaus tietenkin "scapegoat bank"

3 KudoZ points awarded for this answer. Comment: "Thanks for the suggestion - I finished up with 'trash bank', a simple and literal translation. This term is only used in Finland, apparently, so if you spot it in English in the future, you'll know where it came from! All good wishes, Annira"

unsecured bank

In the US, FDIC member banks are secure in the sense that they are backed by the Federal Deposit Insurance Corporation.
This is not to say that all unsecured banks are "pirate banks" but the term would include them.
