This is for prisoners who are being transferred elsewhere - see http://vanginmorsian.blogspot.co.uk/2012/01/pieni-infopakett... - only in Finnish but gives you the different cells used: D2E matkaselliosasto, tilapäiseen asuttamiseen ie for temporary stay. I have not been able to find if there is an equivalent term in the UK...
