"...an October6, 1999, work capacity report stated that claimant had the ability to perform sedentary work". I believe it is a regional thing, because I can't find any sites from the UK to support my thesis.

Sorry but 'work capacity' to me sounds like how much work you can potentially take on. And KELA is a Finnish site .....

I think that, as an adjective, work capacity is OK. "Work capacity report" is seconded by a wealth of Google hits. What is more, KELA uses the expression "work capacity" even when it is not used as an adjective.

It's a bit obtuse, I know, but at least it effectively summarizes the meaning.

The one already suggested is ok, but IMHO this would be clearer (non-jargon) & more to the point.
(Plus 'occupational fitness' sounds at least to me like promoting fitness at work, something more to do with a work-place gym :))

agree JonathanBrown : This is true, but remember: the words "selvitys työkyvystä" is quite jargony in finnish, in certain contexts it can even be a bureaucratic euphemism...
