Sounds as clumsy in English as it does in French, but it is widely used to mean, as Colin says, someone who is ecologically-minded - aware of the environmental impact of their existence.

For that matter (not surprisingly, I suppose), the obvious "eco-citizens" googles rather better than I had expected.

Note that citoyen can carry the notion of "ethically/socially/environmentally RESPONSIBLE", as in expressions like geste citoyen. Ecocitoyen is more precise, confining the meaning to "ECOLOGICALLY responsible". So it may contain jokes about niggers and Chinks and Rosbifs and Belgians, or denigrate the handicapped and the unemployed. Or maybe not, if the only ecological thing about it is that the Helvetica font uses less ink than others? Or is it the "in" way of saying Switzerland?

If this is for the USA, the simple term "green" would likely be widely understood as eco-friendly, or environmentally sensitive
