I don't belive there is a parallel term in English Just as there is no word in English which describes a Kibbutz, because there are no Kibbuzim outside Israel...Housing projects which are built in outlaying areas are usually referred to as housing estates (in the UK) or housing projects. I would translate this as "in order to build a private housing estate next to the Kibbutz". But maybe I'm wrong?
