I’m sorry but I can’t make a more valuable contribution to the question than the ones in the answers provided. I do agree ‘nadzalewowy’ might mean two things:
1) the area or region surrounding the lagoon (in general) or the Vistula Lagoon as I interpreted it from the context
2) the physical area lying over/beyond/above the river and/or lagoon floodplain as MarcoJanus interpreted it

I think the author of the question knows the right interpretation as he has got more context. Thank you everyone for your time and have a good day.

@Tabor. I believe there are two choices. Zalew is often translated as lagoon. If zalewowy is lagoon, then what is nadzalewowy?
If this is a specific geographic region, we should have had Nadzalewowy with capital N. If not, then perhaps we are talking about a physical feature, a region (be it near the Vistula, the Danube, the Dniepr, or the Mississippi) where the floods reach beyond the normal floodplain.

Pod względem zależności od poziomów rzeki , rozróżnia się:
terasy nadzalewowe,
terasy zalewowe.
Są to jednak rozróżnienia głównie tradycyjne, mające niewielkie znaczenie praktyczne. Terasa nadzalewowa jest położona ponad obecne stany maksymalne rzeki, a utworzona w czasach historycznych, gdy rzeka osiągała wyższe poziomy. Natomiast terasa zalewowa potencjalnie może zostać zalana podczas powodzi. Jednak faktycznie terasy zalewowe rzek znajdują się często powyżej obecnie notowanych stanów powodziowych, a jednocześnie niekiedy mogą one, jak również terasy nadzalewowe zostać zalane w przypadku wystąpienia katastrofalnej powodzi o dotychczas nienotowanym poziomie (sytuacja taka nastąpiła w wielu miejscach w dolinie Odry, gdzie wiele teras i starorzeczy zostało uznane bezpieczne i zasiedlone, a podczas powodzi w 1997 roku zabudowa została zniszczona przez powódź).

Flood stage is the level at which the surface of a river, stream, ocean, or other body of water has risen to a sufficient level to cause sufficient inundation of areas not normally covered by water to cause an inconvenience or a threat to life and property. When a body of water rises to this level, it is considered a flood event. Flood stage does not apply to areal flooding. Because areal flooding occurs by definition over areas not normally covered by water, any water at all creates a flood. Usually, Moderate and Major stages are not defined for areal floodplains.

It depends: is it a general physical feature or is a specific region, like mike23 has in his answer, in which case it should have been Nadzalewowy with capital N. Do you care to comment on mike23 submission?
