@JackuK A "fee" (opłata) is usually a fixed charge for a service or membership or monthly maintenance. Charges are usually usage related or taxes and/or surcharges. Least to say, usually about 60-70% of the phone bill is usage related, whereas the rest is various monthly fees, taxes and surcharges (nie wiem, może to forma akcyzy). See details:

So in general, I have seen the term "fees and charges" used when referring to the entirety of the bill, and not just the "usage charges" :)

@ Jacku, nie rozumiem zwrotu (konieczności zwrotu) fees and charges dlatego nie dałem Ci punktu plusowego, choć poniekąd to brzmi logicznie ( przepraszam- mówiąc logicznie mam na myśli mój anty-ekonomiczny umysł, a nie przemądrzanie się).
