'To post a letter' doesn't simply mean the act of putting the letter into a post box. It means the act of consigning, of handing over any item to the Post Office. So you might also say "I'm going to post this parcel", meaning that you're going to take it to the Post Office, stand in a queue for 2 hours, fill in 100 forms, pay a king's ransom and hand your parcel over to the clerk - but what you've done is 'posted' the parcel! And the same applies to registered letters.

Re. your question above, I would say that yes, they could both be 'posting'. However, you could also say something like:
'Handing over the (registered) (item) to the Post Office . . .'
especially if you want to avoid the repetition of 'posting'

Which one is closer to "złożenie" - post or submit? Of course with reference to the post office. If it were about a bank, I would use "submit", with a court - "file" etc. TIA
