Vi este termo sendo traduzido literalmente em artigos acadêmicos como "structural axis", mas me parece que nesse contexto não cabe...

Um exemplo de tradução diferente aparece em: "As pessoas são o eixo estrutural de qualquer empresa" > "People are the backbone of any Company."

É o que tenho usado em documentos nesse mesmo contexto para o governo federal, com a aprovação de gestores. Pode usar apenas "action lines".

neutral Jennifer Byers : I don't understand what "action lines" has to do with this - I believe it's talking about the basic structure or driving/founding principles behind something, not any kind of action.

"Eixo" in a program in Brazil refers to a thematic area on which actions are to be focused, such as "urban mobility" in the example provided. It is a line of action or a main line of action (estrutural) to address a specific issue.

suggestion - I realize that a more literal translation would be 'structural core', but I think it needs turning around in this case.

I actually like 'backbone', as in your example above, but it didn't seem fair to put it as a suggestion for points! So my first choice would be backbone, and my second would be core structure, which pretty much covers it.
