Social rights are usually viewed as corresponding to obligations of conduct, the State being bound to take all reasonable legislative and administrative measures in order to achieve the progressive realisation of the right within available resources and without any time constraint. But the existence of social rights corresponding to obligations of result is also accepted. In its very first decision, the European Committee of Social Rights decided that the respect for the minimum labour age of 15 years required the de facto suppression and the effective punishment of all the practices contrary to this standard (International Commission of Jurists v. Portugal, Complaint No. 1/1998, § 32). Later, the Committee considered that the mere act of approval of legislative measures to provide handicapped people with education and professional orientation was not enough, since States should ensure that these legislative measures do have a concrete and practical effect. When the implementation of a social right was “exceptionally complex and particularly expensive”, some flexibility was admitted, but the social right should be implemented in “reasonable time, with measurable progress and to an extent consistent with the maximum use of available resources” (International Association Autism-Europe (IAAE) v. France, cited above, § 53, and European Roma Rights Centre v. Bulgaria, Complaint No. 31/2005, § 37). In particular, a time-limit for the introduction of adequate legislative changes may be appropriate in certain cases, as the Court allowed in Šekerović and Pašalić v. Bosnia and Herzegovina, nos. 5920/04 and 67396/09, 8 March 2011. In exceptional cases, an obligation of result may be imposed on the State for an indefinite period of time (Oyal, cited above).

Taxes Covered by the Convention
(1) This Convention shall apply to taxes on income imposed by each Contracting State.
(2) The taxes existing at present, to which the Convention applies, are:
(a) In the case of the Polish People's Republic:
(i) The income tax,
(ii) The tax on salaries and wages, and
(iii) The equalization tax (Surtax), and
(b) In the case of the United States of America, the Federal income taxes imposed
by the Internal Revenue Code (other than employment taxes imposed by chapters 2 and 21).
(3) The Convention shall also apply to any identical or substantially similar taxes which are subsequently imposed in addition to, or in place of, the existing taxes.
(4) For the purpose of Article 21, this Convention shall also apply to taxes imposed at the national, state, or local level, subject to any limitation contained in paragraph (4) of Article 21.

Impuestos comprendidos por el Convenio
(1) Este Convenio se aplicará a los impuestos a la renta de cada Estado Contratante.
(2) Los impuestos existentes en la actualidad, para los que aplica el Convenio, son los siguientes:

Once you identify a potential gestational carrier, we will provide the evaluation and medical treatment. Evaluation includes a thorough medical and psychological screening by our staff, and a consultation with our colleagues in Maternal-Fetal Medicine. The gestational carrier will also undergo a mock (or trial) cycle that mimics the medication protocol followed during the embryo transfer cycle. The purpose of the mock cycle is to evaluate the response of her uterine lining to the medications, which helps prepare the uterus for the implantation of an embryo.
Depending on the individual’s or couple’s medical condition, eggs will either be donated by the intended mother or by someone else. Similarly, sperm may come from the intended father or from a donation. Fertilization of the eggs by the sperm will occur via IVF to produce embryos.
The gestational surrogate’s cycle will be synchronized with the ovulation induction (or stimulation of ovulation using medication) of the intended mother in order to create the best possible environment for the embryo. The embryo is then transferred to the carrier, who will deliver the baby.
