Should an agency with a low LWA be a featured business member? Isn’t this illogical? Doesn’t featured mean to give prominence or to have distinctive attributes or aspects of a specified kind? I’d like to have your opinion on this.

By your reasoning, only paying members (translators) of the site with a "proven track record" and maybe a certain number of positive reviews from clients should be "featured". But that's not how the site works. Apart from the fact that LWAs are not objective statements - they simply indicate the willingness (or not) of certain translators to work with a certain agency.

In this case, "featured"="paying", and nothing more.
