Source text - French En effet, face aux ambitions françaises dans la région, le Portugal va d’abord essayer de concrétiser ses propres ambitions et ses « droits historiques » sous forme de « traités de
protectorat » avec les chefferies de Kwakongo, Ngoyo, et une partie du Loango, au nord de l’embouchure du fleuve Congo. Dans la réalité, il s’agissait d’un processus d’annexion progressive de ces territoires par le Portugal, avec la bénédiction de l’Angleterre, et que ratifieront le Traité d’Alliance et la Convention bilatérale signés avec l’Angleterre en 1810 et 18153. Les Constitutions portugaises de 1826 et 1836 ont consacré les réclamations portugaises sur ces terres, comme « possessions portugaises ». Mais l’événement décisif pour comprendre les problèmes actuels remonte au 1er février
18854, lorsque le gouverneur de l’Angola, Ferreira do Amaral, conclut dans la localité cabindaise de Simulambuco un traité de « protectorat » avec les chefs africains régnant sur ces territoires5. La Constitution portugaise de 1933, en son Article 1, a consacré ces changements de statut territorial.
Translation - English Faced with French ambitions in the region, Portugal endeavoured in the beginning to anchor its own aspirations and "historical rights" by entering into "protectorate treaties"with the chiefdoms of Kwakongo, Ngoyo, and part of Loango, north of the mouth of the Congo River. In reality, these treaties began a process of progressive annexation of these territories by Portugal, with the blessing of England and the ratification of the Treaty of Alliance and the bilateral agreement signed with England 1810 and 1815. The Portuguese Constitutions of 1826 and 1836 enshrined Portuguese claims to the land as "Portuguese possessions."
But the decisive event in understanding Congo's current problems takes place on February 1st 1885, when the governor of Angola, Ferreira do Amaral, formulates in the Cabindan locality of Simulambuco a "protectorate" treaty with the reigning African leaders of these territories. As it happens, the notion of "protectorate" will hold little weight in Portugal - the country soon proceeds to recast the united, protected territories as a Portuguese colony, and soon, a Portuguese province, drawing it closer in than any of Portugal's other concerns on the Atlantic coast. Following the Berlin Conference, the awarding to Leopold II, King of the Belgians, of coastal territories - giving the "Free State Congo" a coastline on the Atlantic - and the French occupation of Loango territories, combine to sketch the geography of Cabinda as we see it today.
Again, the Portuguese Constitution of 1933, Article 1, enshrines these changes in territorial status.

Source text - French La Goutte d’Ordinateur est une association accueillant les publics migrants pour les initier à l’informatique et aux technologies de l’information et de la communication. Implantée dans le quartier de la Goutte d’Or à Paris, cette association est très investie auprès des familles migrantes du quartier. Elle propose un accueil et des activités sous formes d’ateliers, libres d’accès et gratuits.
L’association est soutenue entre autres par la Mairie de Paris et l’Agence nationale pour la cohésion sociale et l’égalité des chances (Acsé), elle est en lien avec des associations concernées par l’emploi et l’insertion professionnelle.
L’espace public numérique (EPN) de la Goutte d’Ordinateur illustre les initiatives de proximité ciblant un public défavorisé qui recherche une aide particulière dans le domaine des
TIC, que ce soit pour l’accès à des ressources sur le Net ou la recherche d’emploi.
Cette pratique s’identifie à des initiatives comparables dans d’autres pays européens.
Translation - English La Goutte d’Ordinateur is an association which offers introductory courses in computers, information technology and communication for migrants. Located in the La Goutte d'Or neighbourhood in Paris, the association is very involved with migrant families in the locality.
It offers a host of activities and workshops, free to all and free of charge.
The association is financed among others by the Paris city council and l’Agence nationale pour la cohésion sociale et l’égalité des chances (Acsé) (the National Agency for Social Cohesion and Equal Opportunities), and is linked with other associations dealing with employment and training for the unemployed.
The internet portal of the association L’espace public numérique (EPN) de la Goutte d’Ordinateur is an example of outreach initiatives targeting a disadvantaged group which requires specific assistance in the field of IT, be it for access to resources on the Net or job-searching.
This approach is similar to other initiatives in other European countries.

My name is Brian O Callaghan, I was born in Cork, Ireland. I first lived in France at the age of eighteen, becoming proficient in the language and intrigued by the culture. This lead me to study French and English linguistics in University College Cork, from which I attained a BA with distinction. I first began translating during my degree, when I worked on a lengthy autobiography of a french colleague, followed by regular, pro-bono projects. I then studied in the Masters program at Heriott-Watt University, Edinburgh - perhaps the premier institution in the UK for the training of translators and interpreters - specialising in legal and technical translation.
Upon graduation, I immediately began work as an in-house translator with Ankama, an up-and-coming French media company based near Lille. I worked with Ankama for three and a half years, becoming proficient in legal, marketing and literary translation. All the while, I worked as a freelance translator, with clients ranging from Carrefour to the European Union. For the past three years, I have been working as a freelance translator.
