The labwork I deal with usually indicates if values are outside the reference range, which I understand to be 0-10mg/dL. Since there was no indication the value was high I assumed 63 must be a normal "healthy" value. But it turns out they inconsistently provide reference ranges throughout the document, so that more than likely explains that.

b-crp probably means measured in blood, as opposed to s-crp, measured in serum.

I cannot offer you a qualified answer to KV, but a guess could be "kapillarverdi", if it was measured with a capillary technique. B may simply mean blood. I do not understand why you consider 63 to be out of bounds, it would be a very probable value given a bacterial infection or an inflammation.
