This is a transcript of a physician explaining why he leaves some of the fields blank on the declaration of death.
Here I think he's saying "no one is going to go after that information." Can you think of any other meaning?
“O que não é bem preenchido? Nas situações de violência na via pública. Esse ninguém preenche, porque implica em quem está preenchendo buscar a informação. O cara morreu atropelado em via pública. Morreu lá. Quem preenche, **não vai atrás**. Então o que nos tem dificultado é a análise de óbitos por violência e seu local de ocorrência.”

That´s what I think, Muriel. Because of the “O que não é bem preenchido?" part. So, if you made a mistake or left a field blank, you do not bother to go back to correct it.

For me this sentence explains the following term:
Esse ninguém preenche, porque implica em quem está preenchendo buscar a informação.
Or in other words, he/she left the item blank because he/she didn't follow-up or research or question anyone about the missing information and doesn't want to admit that in writing.

I think that what is implied here more than simply not wanting to make the effort to obtain needed information, but also wanting to avoid the emotional unpleasantness that such an effort would entail.
