Arabic term (edited): ����� ���� �����

The possessive form in this case should be taken as a whole, i.e. the term is مفسدي نظام الحكم, not مفسدي. This is for several reasons, one being that مفسدين can be counted as a term on its own, but when the nun ن is dropped, it cannot stand without the "possessor" المضاف إليه.

Now, my reading of مفسدو نظام الحكم :

- is not الذين يفسدون نظام الحكم
- it is المفسدون الذين ينتمون إلى نظام الحكم

Of course the latter can end up corrupting the government, depending on their prevalence, but that would be incidental to the fact that they are corrupt. People with integrity can also undermine the government, perhaps due to incompetence as opposed to their own corruption. Their crime would be less serious than corrupt officials who do not undermine the government. I hope the difference is clear.

With this in mind, I suggest a translation along those lines:

corrupt officials
corrupt regime elements
corrupt members of the government
etc.
