After the atrocities of the Holocaust and World War II it was realized that more defined standards were needed and they came up with the Fourth Geneva Convention. It stipulates how to deal with civilian populations in wartime, enmity, et cetera. And the keeper of the Convention is Switzerland.

That article says: "Prisoners of war must at all times be protected, particularly against acts of violence or intimidation and against insults and public curiosity."
The keeper of the convention is the International Committee of the Red Cross.
