This is all rather long-winded in English.
"especialidad de diagnóstico hospitalario" is the official name (abbreviated to DH on drug labels) for medicines that have to be prescribed by specialists after the patient has undergone special diagnostic tests in hospital.
Se utilicen en el tratamiento de enfermedades que deban ser diagnosticadas en medio hospitalario, o en establecimientos que dispongan de medios de diagnóstico adecuados o por determinados médicos especialistas, aunque la administración y seguimiento pueda realizarse fuera del hospital (Medicamentos de Diagnóstico Hospitalario de prescripción por determinados médicos especialistas).

Interestingly, I have found an UNOFFICIAL translation of this Royal Decree that says:
b) Medicinal products for hospital diagnosis or prescription by certain specialists (DH).

This is actually published on the AEMPS website. BUT, I don't think that the preposition "for" is correct here, as it implies that these are drugs that are used for diagnostic purposes, which is not the case.

Another solution: if you base the definition of "especialidad de diagnóstico hospitalario" on the part of the law that says "de prescripción por determinados médicos especialistas", you could say this in your translation:
“pharmaceutical that can only be prescribed by a specialist”
and then add a footnote to explain that Royal Decree 1345/2007 defines these drugs as “pharmaceutical products prescribed by a medical specialist based on a diagnosis made in a hospital setting”

I've received excellent, helpful answers and explanations from both Emma and David, but since I have to choose one I'll pick Emma's response because it came in earlier!
En el artículo 10 de la Ley del Medicamento se establece que sólo se otorgará autorización a una "especialidad farmacéutica" si está correctamente identificada y acompañada por la información precisa. El artículo 11.3 de la misma Ley determina que los embalajes, envases y etiquetados de las especialidades farmacéuticas garantizarán su pronta e inequívoca identificación, su perfecta conservación y preverán de forma razonable posibles accidentes
