I think mishandling or mistreating happens more on the physical and emotional levels rather than the communicative level. So 'mishandling or mistreating' seem too harsh. I believe the writer is deliberately attempting to be diplomatic by using تعاطي and would therefore conclude that this is happening on the communicative level .
