استفتاء شعبي - ربما غير رسمي popular
استفتاء عام - ربما رسمي public
لكن المشكلة تكمن في الدول التي تستخدم كلمة شعبي مثل الصين وكل شيء عندهم باسم الشعب والشعب لاناقة له ولاجمل

The word public is redundant, referendum gives the full sense of the word! It's usually created for people to vote or choose an option

I forgot to ask: Is there any difference between a popular referendum and a public referendum?
