This is a driving license from the Republic of El Salvador.

Below the name it says: PARTICULAR.

I'm not sure what it means in this context. Should I put individual? or Private use?

Any help would be appreciated.

"particular" is a tricky one but here I would say it means the owner of the vehicle

Personal use

This depends on the country of use. I think that in this case, 'particular' means "personal' as opposed to 'comercial' that is, a commercial driver's license. In the US there are types of driver's licenses based on type and weight of the vehicle.
