: Vehicles are owned. Liences are held. You may hold a dricer's licence but not own a vehicle!

Personal use
This depends on the country of use. I think that in this case, 'particular' means "personal' as opposed to 'comercial' that is, a commercial driver's license. In the US there are types of driver's licenses based on type and weight of the vehicle.
