: "Sin costo" is a possibility, but I'm not so sure about "misceláneo". // I think "monto" is more likely, with "Urug/local" referring to the currency.

I have worked in the Consular Section of several Embassies doing just this type of work and so, I am pretty sure of my suggestion. If it is not "Miscellaneous", it may refer to "Monto" meaning "Amount". Where is your suggestion then?
