In Iraq (Official departments), we use العدد to mean الرقم الإشاري or Reference Number for letters and reports.
Normally Reference number may have the following:
Alphabetical Letter(s): normally to distinguish the kind of corresponds and/or sometimes the sender and recipient entity
Numeric figure: to distinguish the sequential number of such corresponds.
So ت refer to تقرير and العدد to Reference
