This adjective string corresponds to the British practice of displaying military rank titles by placing the military service (when necessary for clarity or distinction) and rank, followed by special qualifications, usually shown in parentheses, which are in this instance:

[1] the designator "Staff" = graduate of a "command & general staff college" (an officer usually completes a CGSC when at the rank of Major or a new/junior Lieutenant Colonel)

and

[2] the designator "Pilot" (also called variously "Aviator") = the bearer had achieved qualification and rating as a pilot

That practice of compound-element rank titles is also used by some other European, Middle Eastern, and Asian militaries.

The equivalent in "US military English" (if that is the intended readership) would follow the current US Navy practice = "Rank (Aviator)," as completion of a CGSC would be expected for a person to ever achieve that high a rank.

The word ركن is not translated. In Arab Countries we used to write ركن أو أركان حرب و but they are not written in western ranks, as this is a qualification by attending the command and staff college.
As mentioned before, there is no navy polits but in the US navy and they exist on the air carrier, which UAE does not have. For those saying it exists on google, this is not a reference in any way to rely on it in translation. for mor research pls log on to the UK and US Defense sites, and you will be sure.

The term has two components: a rank and a function. لواء بحري is a rank and is translated as "Rear Admiral" (US Navy + Royal Navy). طيار is a naval aviation function and is translated as "Naval Aviation Pilot" or just "NAP". Naval Aviation is the application of manned military air power by navies. ركن or its Egyptian variation أركان حرب is translated "Staff" and is always capitalised. However often "Staff" is dropped from the titles of flag officers (higher ranks ( لواء فما فوق). Normally, Ranks and functions are separated with a comma. I acquired this knowledge from working with American, British and Arab military leaders as a liaison officer.
