Hello my dear colleagues,
I am translating a text from En> Ar about climate change and pollution in the MENA region and I have come across this term "the phenomenon of "pollution havens"". The paragraph talks about some MENA countries becoming pollution havens in the wake of trade liberalisation because of the large competition.
I'd appreciate any help or suggestions, as I am sure that the term is very specific to the environment and hence I'm reluctant to use a descriptive phrase.

امعنى المصطلح ان الدول النامية "تجذب" الصناعات القذرة لعدم وجود تشريعات بيئية و ب`لك تكون "ملجأ" للتلوث اما مرتع فتعنى بيئة خصبة لنمو شىء ما و بؤرة= نُقْطَة تَجَمُّع
