untrained surveillance capability. This team is
deployed on foot in an information-gathering
capacity. Much of the time and capacity of
the CID is spent on protecting each other.
There is no IT and all that they do is on
paper. They have no budget for equipment
and no budget to pay informants. Internal
security is poor and much of their planned
activity leaks out to their targets. They have
no system for crime analysis or for linking
series of crimes.
