Fumer -> convert something into fume (smoke). In this case, tailing such as tin slags are vaporize and then the vapor is collected in an airbag (or some other collecting container) then condense the vaporized tin back to metal form. You may use 蒸 just hope itdoes not confuse the reader and thought of it as steaming process. Maybe rearranging the words to 锡蒸化器 or 锡蒸化机/锡烟化机 will fit.

The principle of the process is to generate a low grade concentrate by reprocessing of the tailings and then upgrading the low grade concentrate with a tin fumer to generate a saleable high grade tin concentrate.
It looks like two different system. Waiting for more advice on this.
