"The study will examine the regulatory patterns and specific solutions taking into account the cases of USA, Spain and Sweden.
The U.S. has an extensive experience in regulating the use of nuclear energy reaching back to the Atomic Energy Act of 1946. The current supervisory and regulatory practice stretches between the Atomic Energy Act, the Energy Reorganization Act, the Nuclear Waste Policy Act, the Radioactive Waste Policy Amendments Act, the Low-level Radioactive Waste Policy Amendments Act, to mention only the legislation that underpins the US system of nuclear law. The provisions of the US nuclear law were used as a base model by a number of countries and subsequently adjusted to the local requirements. For this reason, it is worthwhile to analyze issues such as: a position of the National Regulatory Commission, the early permit procedure for site-licensing or methods of public participation.
The Swedish case, on one hand, offers an insight into the most recent developments of nuclear law as in 2010 Sweden abolished the Act on phasing out of nuclear energy and adopted the new Act on Liability and Compensation for Nuclear Damage. On the other hand, given the strict environmental standards typically established by Swedes, within this scope it may be treated as a reference point for the Polish nuclear law to be.
Yet another stimulating case to be studied is Spain. The government in Madrid succeeded in integrating nuclear energy and renewables into its national electricity supply system. Moreover, the Spanish system is characterized by a reasonably stable legislative and regulatory experience."
