I have to confess, it's not really that phrase that I don't understand, but the entire sentence:
CallManagerの設定におけるクラスタの定義はDNS障害によるインパクトを回避するため、ホスト名ではなくIPアドレスを使用する。
I can translate each word in that sentence, but I can't construct a sentence that makes sense in English....

In order to avoid any influence/impact due to DNS fault, the cluster definition in CallManager settings uses IP address and not the host name.

: It is possible to use either host name or IP address. 使用する actually means more like "should be used" in this instance. In Japanese, を使用するdoes not mean "uses" (that would be を使用しています。)

here, を使用する and を使用しています have same meanings as i gave above. because this looks like instruction.

: 使用する can be plain "uses" or "should be used," depending upon the nature of the document or context. In this case, the text looks like in some kind of manual, so "should be used" is correct.
