This is under a list of responses regarding this companies service and products. I do not understand what the reference to "tender" or "auction" is referring to, and I cannot make out what "PT" represents.

this is the literal translation - tender is the process (licitație), each bidder submits a bid (ofertă) - but I don't understand what it is meant to say in the context

Tender and Bid refer to the process itself. The Quotation (Quote in colloquial terms) or Proposal is the numeric "Offer" issued by the participant(s) in the bidding process.
To ask for a bid or for a tender is ... awkward. Mind you, everyone would understand what's that about but it wouldn't sound right. One announces a bid / tender, organizes it, follows-up on it, issues a contract or a PO following a bid / tender but doesn't call for or inquire for a tender / bid.

Also a proper translation has been proposed, in the infinitive form.
The translation would be: "I (we) have requested a tender offer" (or an offer for the tender).
