Absolutely do not understand Roth. It is somewhat important to read the entry before disagreeing with it.
I gave two examples of how the U.S. Government would want it:

-- Gendarmerie (National Guard).

Better COUNTEREXAMPLE: I worked for the Embassy of Peru for a while. They have what they call the "Ministerio Público", which is the national public prosecutor's office (or attorney general's office, or Ministry of Justice). Some of the commenters here would have me translate it as "the Public Ministry", with no explanation, for an English-speaking audience. This would make no sense, of course. (Or perhaps they would prefer "Ministerio Público" as the translation.)

sorry to disagree TechlawDC For more of 8 years I have been translating official documents for the DOJ, DHS, FBI USSS and it did not help when a very zealous translator translated things like "Direcția Generală de Jandarmi” as ”National Guard” just ” to address the translation to the reader”. When the US agency had to respond, I had to guess what they meant by ”National Guard”. It is OK to have in parenthesis the equivalent, but it is a definite no-no to translate the title with an equivalent.

The so-called general rule is not so general. When I was in the U.S. Government (not the State Department, where diplomatic courtesy is the primary consideration), that was not the rule. The rule was to address the translation to the reader, which is exactly what National Guard ("Gendarmerie") does. Alternative: Gendarmerie (National Guard). The remark about Churchill is a red herring; ditto the Oxford reference.

@TechLawDC In some countries, the gendarmerie has separated from the National Guard (Hungary - not sure about the current status, though, but this was a very big issue a few years ago), so even if the Romanian Jandarmeria is very similar to the National Guard, you can't just translate with the closest equivalent in a certain country like the US.

Please note that these are highly specialized organizations. I am sure they know what they are talking about when they refer to their members as gendarmeries.

I am temperamentally against accepting official or quasi-official misuses of English in a non-English-speaking country. Again, that is why I prefer "Directorate General of Police". The following is one of numerous references for the latter:

You can't just say "Gendarmerie" because this word does not exist in English. You might as well say "The Romanian Prostiicorp".
