it depends on the standpoint of the party whose financial statement you are translating. The government COLLECTS taxes. Firms WITHHOLD taxes from employees (they don't collect it). Taxpayers (including firms who withheld the taxes from their employees) PAY the tax.

In Brazil, regardless of what one's dictionary may say, "recolher" is often used to mean to PAY, as well as it can mean to "collect" and this causes confusion.

You decide in this case - well of course you have already decided, this is just my two cents.
