The first part of the phase is the standard diplomatic and governmental formula in English, which also happens to be closest to the exact meaning of the Portuguese source. "State-owned enterprises" also appears to be more the term of art, not only by the total number of Google hits but the more authoritative sources of those hits, such as the World Bank, US government, Wall Street Journal and others. The term is such common currency as to have an acronym - SOE. So it is preferable, although the other translations of this particular term are not wrong.
