Yes! A reference is made to mapping! Just above the part I copied it says

Is reference made to any sort of map or graphic? Perhaps "a azul" means that the "interventions" have been printed, drawn or marked in blue color.

I believe what they mean is: quailified to work all over the country, in blue are the locations where we have intervened (or have worked). Does this fit?
