Caso o Estado brasileiro opte pela licitação, a participação mínima da Petrobras no contrato deverá ser definida pelo Ministério de Minas e Energia, em percentual sempre superior a 30% (trinta por cento) , sendo ainda franqueado à estatal tomar parte no certame para aumentar tal parcela (que por si só lhe garante a qualidade de operador do contrato).



If the Brazilian State opts for bidding, the minimum participation of Petrobras in the agreement should be defined by the Ministry of Mines and Energy, in percentages always above 30% (thirty percent), being franchised to Petrobrás it shall take part in the bidding procedures to increase such share (which in itself guarantees it the status of contract operator).

I dont understand what "franqueado à estatal" means, so I translated it literally. Can someone help me?
