Caso o Estado brasileiro opte pela licitação, a participação mínima da Petrobras no contrato deverá ser definida pelo Ministério de Minas e Energia, em percentual sempre superior a 30% (trinta por cento) , sendo ainda franqueado à estatal tomar parte no certame para aumentar tal parcela (que por si só lhe garante a qualidade de operador do contrato).

I dont understand what "franqueado à estatal" means, so I translated it literally. Can someone help me?
