I understand the meaning, but I'm not sure if "concession" can be used for this type of document.

In English, you'd flip this around to save words. So instead of 'applying for the granting of', so to speak, you'd register your design, which implies having it accepted.

An industrial design is registrable if it is new.
An industrial design shall be new if it has not been disclosed to the public in Bhutan by publication in tangible form or by use or in any other way, prior to the filing date or, where applicable, the priority date of the application for registration. Section 5 (2) © shall apply mutatis mutandis.
