I do not speak Portuguese at all, but need to correct a text that has been translated into english by a non-native speaker. Here is the original context:

"O Município de Mafra compromete-se a desenvolver em parceria com os agentes locais com responsabilidade directa ou indirecta na segurança rodoviária, um Plano Municipal de Segurança Rodoviária, onde se identificam os riscos rodoviários do concelho e se apontem medidas preventivas e correctivas para mitigar esses riscos."

This has been translated as "local agents" which means nothing to me. Is it possible that it means local law enforcement? Or could I put something like local agencies? Thanks.

another suggestion :-) simply because these 'agentes' may or not be an authority.

I would prefer local agents as these may be authorities (i.e. vested in some sort of official capacity) our third party agents hired by the government (e.g. road concession authorities)
