To clarify: is your text talking about leadership in general (in which case it would not have an article in English) or a specific leadership (in which case it would). Lack of context makes it impossible to tell.

Grato, Beta! Porém a idéia é "a liderança concentrada, focalizada na publicidade". Creio que a sua sugestão transmita outra idéia. Trata-se do título de um artigo que trata deste assunto. Abraço.

or you could say "the leadership's emphasis on advertising OR publicity".

I think the more general term publicity might be a better catch-all here, depending on the rest of your context.
