a "selo branco" is the kind of stamp that is pressed into the paper, no ink involved, like a notary's seal. So not a "carimbo," which is made using an ink pad.
Rather than "signed with..." and because I assume some human being put his/her signature there, and anyway you cannot sign something by using such a seal, I suggest signature "accompanied by"
