O trecho é em PT europeu. Me parece se tratar de um bairro de habitantes de baixa renda, periferia ou até mesmo de residências fornecidas pelo governo. Alguém pode me esclarecer, por favor?

Theses days, in the UK, council housing no longer exists, precisely because of Margaret Thatcher's "Right to Buy" policy. As a result of this privatisation policy "social housing" is provided by housing associations now, and that is the term used. So if it is indeed social housing rather than simply poor areas and your text refers to current issues, I would use this term.

It depends on the focus If the focus is conditions in the neighborhoods in general, then 'low-income neighborhoods' is a common and appropriate term. (A slang term in English is 'the projects'.) If its about planned construction--the physical buildings as such, then 'low-income housing' is the standard translation used by the international organizations for "viviendas sociales" (in Spanish).

Marlene Sim, na Inglaterra são chamados de Council Houses. O que não ficou claro para mim é se em Portugal bairros sociais são apenas bairros onde a população de baixa renda vive, ou se existe financiamento do governo na construção e manutenção dos mesmos.

Na Inglaterra aluguéis são acessíveis e, eventualmente, os inquilinos exercem o "Right to Buy" e compram as casas com desconto. Pelo menos na Inglaterra as casas são bem boas.
