Are you sure is a good idea to go in translating software localisation if you haven't got any clue about what it is ?
It is an high speciality job and if you do not even know what to translate in the test...

My guess is that the file you received is for the CAT tool Transit. If you have it, it will highly facilitate your work: if the project manager prepared the file correctly, it will not let you translate parts like |FMT - FrameEnd#.
However, you should definitely contact your client/translation agency and check out the details.
If it is up to you to decide, which parts are to be translated, you will have hard times, so think twice before you apply.

My GUESS is that
|FMT - TableCell#
this is a comment and should probably not be translated
Strings that are not preceeded by "|" look like table/cell names and I think you have to translate them.
Once again, for confirmation ask the client/PM

If you don't know this (which is part of the test) I suggest you stay away from this job and leave it to those who don't need to ask others to do their work for them.

If you want to localize software and you can't tell code string from display or output then don't even bother, I guarantee you it won't compile once you've edited, no offense.
